I can't do Ratbeard's Second Promotion Quest?

I made it to Marleybone a few days ago and decided to level up my Ratbeard, now he is level 28, ready for his second promotion [A Pirate Most Fowl] and to begin that, I must talk to Catbeard on/in the Catspaw. But since I have made it to Marleybone, Catbeard's in Glass House Prision, thus I can't do Ratbeard's quest. I'm just wondering if I want to, I could somehow still talk to Catbeard on the Catspaw? If that's possible?

Ahoy!

Catbeard will be unavailable to assist you with this promotion quest when your character's main quest is in between the quests "That Darned Cat" and "The Verdict." Once you complete this, you'll be able to continue with Ratbeard's promotion.
