If you don't like following links, Heavy Armor is a talent from your class trainer. I know for sure that the Buccaneer class trainer sells it.

Also, for anyone who is curious, as I was, the first vendor that sells heavy armor (that I know of) is in Scrimshaw. I know I was anxious to get some after I got the talent!
