how do you get the tower of moo manchu sidequests

I've been trying everything but i just can't get the moo manchu sidequest.

If anyone knows how to get it it would really help me

Lord Chagatai in Subata gives the side quests that lead you against Moo Manchu. Remember you must fight Amber Horde ships before you can get those quests.

The Town Crier in Avery's Court can also direct you to Lord Chagatai for the Tower of Moo Manchu sidequest. You do have to be at least level 60 before you can get this quest. I recommend being level 65 before you try it!
