I don't know if this is intentional or already been solved, but when I was in Cool Ranch I teleported to a friend who was doing General Tso's Sanctum for the quest Tso Not Ready / Turnabout in Khotan and when we finished the dungeon, I got the Samoorai Musketeer companion, even though I hadn't even started Mooshu.
