Ghor sometimes not granting Eagle Eyes to adjacent ranged allies

At the beginning of a battle, Ghor will sometimes not grant Eagle Eyes to adjacent ranged allies. This seems to happen 50% of the time and is very frustrating. Here is a photo demonstrating what’s going on. See how me, a musketeer, isn’t granted Eagle eyes, yet is right next to Ghor.
