Hidden Ghost in Motherlode Mine?

So, I was doing the Motherlode Mine quest(the last quest of Cool Ranch- I think) and I was at the part where you have to load the mine cart with dynamite and push it down the tracks. Just about when I was going to push the mine cart down the tracks, I saw a blue blob on a little island floating just next to where I was. I then noticed that it was a ghost of a friar(basically Friar Cluck, but as a ghost- It was really creepy). I just wanted to ask Kingsisle if that was supposed to be there (maybe as a part of the new storyline) or there might have been a weird bug.

There are ghosts everywhere in the Haunted Skyway, there's even a little boy chicken in the Motherlode.
